Overall, at that time Paul was writing to Christians in Rome and Christians everywhere. He was writing from Corinth on his way to Spain to introduce himself to the believers there. Throughout his writing he is trying to emphasize how all are welcome to the faith through Jesus Christ to which he paid a heavy personal price.
