Students will choose a state and act as the senior health policy advisor to the newly elected Governor. The Governor would like her/his advisor to write a memo that describes a major health problem the state faces and that explains the best 2-3 available policy options the Governor should consider to address the problem. This memo should evaluate a public health program as one of the measurements and recommend a way to improve an existing public health program and/or develop a new public health program as one of the recommendations. Students should make a clear recommendation based on a thorough analysis of the problem and potential options.

Summary
The summary section should be a single paragraph that summarizes the problem, potential decision options, and the final recommendation as concisely as possible. The reader should be able to read the summary and identify the purpose and main points of the rest of the memo. The summary is not an introduction; rather, it is a summary of the rest of the memo, so everything included in the summary should also be included somewhere else in the memo. It may be helpful to write the summary after completing the rest of the memo.

The problem section should clearly describe the problem issue and persuasively explain why it is important to the reader. This section should include research evidence where helpful to explain the size,
scope, and relevant details of the problem and to justify its importance. The section title should be a
summary of the section to allow the reader to understand what information the section contains without having to read the whole section. (For example , instead of Problem, the section could be titled something like, High Maternal Mortality Rates among Latino Immigrants in Utah.) As part of this section it is often necessary to summarize existing or previous efforts to solve the problem.
 
Discussion Options
The memo should thoroughly analyze the top two or three decision options the decision maker should
consider to address the problem. The memo should include a separate section for each option being
analyzed. The title for each section should indicate what decision option is being analyzed and discussed
in the section. (For example, instead of Option 1, the section could be titled something like, Expand
Medicaid Coverage to Increase Access to Health Care Services for Expectant Mothers.) Each section
should clearly describe the option being considered and thoroughly discuss its pros and cons, including
things like projected effectiveness, political implementations, implementation feasibility, etc. Each
section should use the best available research evidence to justify why the option is being considered.
This discussion should explicitly describe the quality of existing research evidence, including important gaps in evidence, regarding the effectiveness of the option being considered.
 
Recommendations
The recommendation section serves as the conclusion to the memo and should begin by explicitly stating the final recommendation being made by the author to the decision maker. This section should then summarize why the recommended option was chosen over the other options considered. It should be clear that the final recommendation flows logically from the analysis of the policy options described earlier in the memo
