Introduction

           The Director of Human Resources is one of the most senior stakeholders in an organization. Their decision-making directly impacts the organization's labor relations, and they are now accountable for all human resources programs. Since it is one of the most critical management positions, it is crucial to understand how serious the responsibilities associated with the role are. The Director of Human Resources is an executive position with many different obligations but mainly deals with allocating budgets and creating strategies. It requires strong organizational skills, an acute sense of business administration, and solid leadership skills. My proposal below will detail how I plan to recruit, train, and the succession planning for the new Director of Human Resources at Wynn Regional Medical Center. 

REQUEST FOR PROPOSAL

Recruitment

As Vice President of Human Resources, I plan to do internal and external recruitment for the Director of Human Resources position. Internally, I will post the position on a bulletin-boards, preferably in the breakrooms, staff email announcements, and internal social media groups (“7 steps for successful internal hiring,” n.d.). Externally, I would post a job ad on Indeed, LinkedIn, Glassdoor, Monster, and ZipRecruiter. The qualified candidate must have the following skills and qualifications below: 

· “Excellent verbal and written communication skills” (HR director job description, n.d.)

· “Excellent organizational skills and attention to detail” (HR director job description, n.d.)

· “Excellent time management skills with a proven ability to meet deadlines” (HR director job description, n.d.)

· “Strong analytical and problem-solving skills” (HR director job description, n.d.)

· “Strong supervisory and leadership skills” (HR director job description, n.d.)

· “Ability to adapt to the needs of the organization and employees” (HR director job description, n.d.)

· “Ability to prioritize tasks and delegate them when appropriate” (HR director job description, n.d.)

· “Thorough knowledge of employment-related laws and regulations” (HR director job description, n.d.)

· Bachelor's degree in human resources management or health information management

· Minimum of five years of experience

Training

As Vice President of Human Resources, I will train the new applicant for 90 days. This training will consist of online training with webinars and side by side hands-on return demonstration. The top five items that the new applicant will need are:

· “Compensation and Benefits” (June et al., 2021)

· “Recruiting and Staffing” (June et al., 2021)

· “Safety and Compliance” (June et al., 2021)

· “Training and Development” (June et al., 2021)

· “Talent Management” (June et al., 2021)

Succession

Succession planning is identifying the critical positions within your organization and developing action plans for individuals to assume those positions (“Succession Planning,” 2022). It is an essential part of the talent management process (Williams, 2019). It provides a way to identify critical roles, people with the right skills, and jobs that may need to fill in a short time (Williams, 2019). It also provides a way to cut recruitment costs, enabling organizations to manage recruitment in-house. To ensure that the department is prepared if the new Director of Human Resources resigns, cross-training and developing backups within the department will occur. As Vice President of Human Resources, I will serve in the HR Director capacity on an interim basis.
