Homeland Security and Transportation and Logistics Management

Outline

1.Introduction

A. Background information on the Department of Homeland Security (DHS): The DHS is a federal executive department tasked with public security issues in the US. It is responsible for disaster prevention/management, anti-terrorism, cybersecurity, immigration/customs, and border security.

B. Background information on the Transport Security Administration (TSA): The TSA is one of the federal agencies operating under the DHS. It is tasked with securing transportation systems within the country. It also secures transportation avenues connected to the US. Its major priority is airport security. However, it also handles security issues for railroads, highways, buses, ports, mass transit systems, intermodal freight facilities, and pipelines.

C. Thesis statement: The TSA should be disbanded since it is very costly and highly ineffective in the US's logistics and management of transportation systems.

Body: Discussion of reasons why the TSA should be disbanded

A. The TSA is too costly: The annual budget of the federal agency is approximately $7.78 billion (Ciaramella, 2018). The funding for the agency has been steadily rising over the years. Despite spending billions of taxpayers' money, there is no definitive proof that the agency has improved the safety of transportation systems in the country.

B. The TSA is very slow: The federal agency's operations in a bid to enhance security on transportation systems are pretty slow (Smith, 2020). For instance, checks in airports tend to be very lengthy. These delays cause many inconveniences and lost revenue in other sectors.

C. The TSA is highly ineffective: Pertinent research shows that the TSA does not necessarily make Americans safer (Lowe, 2016). This is a federal agency with zero incentives to enhance its screening procedures. More so, there are no official reports of the agency catching a single terrorist since it was created.

Conclusion

A. Restatement of thesis: The TSA should be disbanded since it is very costly and highly ineffective in the logistics and management of transportation systems in the US

B. Future directions to be considered on the topic.

Annotated Bibliography

Ciaramella, C.J. (2018). Abolish the TSA. The Washington Post. https://www.washingtonpost.com/posteverything/wp/2015/04/16/abolish-the-tsa/

In this article, Ciaramella (2018) asserts that the TSA should be abolished since its cons outweigh its pros. She complains about the ineffectiveness of the logistics involved in TSA's operations. She also complains about how TSA employees mistreat passengers and infringe on their rights and personal space.

Edwards, C. (2018). Privatizing the Transportation Security Administration. CATO Institute. https://www.cato.org/policy-analysis/privatizing-transportation-security-administration#

In this article, Edwards (2018) shares his concern over TSA's inability to conduct its duties effectively. He questions the agency's management and asserts that the TSA would be better off if it were privatized. Furthermore, he feels that Congress should abolish the agency since its expenses do not justify its work output.

Hawley, K. (2018). Why airport security is broken—And how to fix it. The Wall Street Journal. https://www.wsj.com/articles/SB10001424052702303815404577335783535660546

In this article, Hawley (2018) discusses several shortcomings of the TSA. He emphasizes how the inefficiencies of the agency impact airport security and the convenience of passengers. This article gives excellent insight into how the TSA is highly bureaucratic and disconnected from the people it is supposed to serve and protect.

Lowe, K. A. (2016). Safety in the sky: Will reforming and restructuring the TSA improve our security or merrily infringe on our rights. J. Air L. & Com., 81, 291.

In this journal article, Lowe (2016) explores if the restructuring of the TSA will enhance the way the agency carries out its duties or not. The author acknowledges they the agency was created in the first place to secure the country's transport systems. However, he also notes that the agency is ineffective and infringes on people's rights. Hence, he investigates how the agency can be reformed and if this will result in reasonable improvements or not.

Smith, A. (2020). Research finds that TSA may have missed thousands of firearms at checkpoints in 2014-2016. INFORMS Journal on Applied Analytics, 4(3), 1-5.

In this article, Smith (2020) discusses the inefficiencies of the TSA. She notes that despite having a huge budget, the federal agency has failed in carrying out its mandate. Thousands of firearms have been successfully smuggled through TSA checkpoints, which calls into question the agency's management and its effectiveness.

Vasel, K. (2016). Who is to blame for the long airport security lines? CNN Money. https://money.cnn.com/2016/05/18/pf/blame-for-airport-security-lines/index.html

In this article, Vasel (2016) gives insight into the inefficiencies of the TSA. She also reveals the current high costs of operation and the additional high costs required to counter the present inefficiencies. For instance, she notes that the TSA may require an additional 6000 screeners to ease logistical traffic issues at checkpoints.
