Why Principles are Needed for Disaster Management

In today’s society we witness time and time again how many industries choose to evolve their infostructure and standards. As stated by Dictionary.com– Principles are a guiding sense of the requirements and obligations of right conduct. Principles are important in all industries across the globe. It allows for a sense of organization and order within the respective industry. In Emergency Management (EM) the principles that allows for organization, order and synchronization are vital for the possible success of all emergencies.

Entities such Emergency Management Accreditation Program (EMAP) and National Fire Protection Association (NFPA) provide guidance’s that can assist in strengthening those frameworks.  Mr. David Etkin in The Search of Principle of Disaster Management illustrates topics such of code of conducts and indicates that “moral theory focused primarily upon duties” and that the Noblesse Oblige- is based on duty that with power and privilege come responsibility (to those less fortunate) (page 9).  This is an important part to shine light on how accountability is a great part of the role of an Emergency Manager.  Furthermore, documents such Principles of Emergency Management Supplement (POEM)-2007 provides a set of principles that should be the foundation of all EM programs.

Importance

Principles are important to allow the collaboration, cooperation and accountability of all the stakeholder during an emergency. One of the roles of an Emergency Manager is to bring many different lines of support during an emergency.  There is a responsibility to provide proper warning to the communities in danger. One of the ways that this can be done is by collaborating with stakeholders. By having clear standards and principles during all 4 pillars of EM (Mitigation, Preparation, Response and Recovery) overall will allow for successful completion of all parts when working together. Mr. Etkins launch a recent book during this summer that will come very handy to new Emergency Managers (The Ethical Emergency Manager: Issues, Morality and Dilemmas). Based on the synopsis – it provides new and mature Emergency Managers with guidance on risk analysis, the dilemmas and know how’s that come with the job.

Moreover, we all know that one thing that worked 10 years ago may be obsolete or influencing the industry a lot different today and by this calling for a reform on how things should be conducted. For that reason, is important to stay updated on guidelines and technology that can bring ample warning, safety and continue to reduce risk during an emergency.

Standards

Principles of Emergency Management Supplement (POEM)-2007, Emergency Management Accreditation Program (EMAP) and National Fire Protection Association (NFPA); are guidelines that are great assistance in providing guidance on principles and standards for the industry of EM.

The NFPA standard committee for Disaster Management was created in 1991. A committee was requested to develop a document relating to disaster preparation, response and recovery from disaster event. The standard assists the Emergency Managers to solidify their emergency program. EMAP is an institution that provides the opportunity for entities to become EMAP accredited by allowing a peer review of their Emergency Management program. Entities such higher education, tribal, local, state, and federal bodies may undergo the peer review. One factor to highlight is that this standard runs in a three-year cycle allowing it to maintain and document the ever-evolving field of emergency management up to date. This also forces the EM’s to maintain and update their program periodically according to standards.

Ensuring the proper principles and guidelines are in place is important for the security and well-being of everyone, more importantly civilians.  Such principles bring needed professionalism, accountability, transparency and discipline to the job.
